Dunno about anything that you can do, but next time you get the vet out ask him to look at them - they can clear them using a very fine catheter tube that they insert into a small hole inside the nostril. They then push saline through which unblocks the tear ducts - bit fiddly but the horse I saw done didn't object at all.

I had Zaks tear ducts flushed last year, but one of them was permantly blocked and cannot be repaired.
The normal one flushed fine, but the other one was very bad. They made several attempts to flush it but only resulted in it becoming very inflamed for a week.
Normally a simple procedure though.

My vet told me that the pony's tear ducts are fine...he thinks she waters at the eyes all the time because ofan old injury to her eyelid (got a teeny "chunk" missing in the eyelid). Might not be tear ducts! But do try the simple solution first and see if it works :)

I would suggest getting it checked out as if it is a blockage it can cause damage to the eye. In the mean time you should probably bathe it with warm salt water solution until you find out what's wrong.
