What are they :confused:
How do they differ from normal reins and what do they do (or allow the rider to do)?

Silvia: Thank you very much! The RDA group I've been helping out at uni told me they had to have theirs specifically made for them, so I wasn't sure if anywhere sold them.
Rhein: If you look at the links Silvia added you can see an example of ladder reins, they're used for riders who may have poorer motor controls on one side - e.g. many people who have suffered from strokes find it only effects on side of them - making it difficult to grip the reins with one hand. One of our riders for example only really has use of one hand - so he uses ladder reins and can neck rein easily using them.
