Yepp you can the only really bitting rule in bsja is no hackamores to be used by juniors.

A dutch gag looks like cotton wool in comparison to some of the hideous contraption some top SJers use! Plenty jump in dutch gags, as already said, there are few BSJA bitting rules, it'll be fine. :)
