I know this may sound very crazy but it does work. My friend who is 14 has a 12.3hh bay new forest pony mare. She is fine when lunged over jumps and you can even jun along side her (leading her) and she'll jump over huge jumps. But as soon as my friend gets on her she will NOT jump, shes even tried getting her instructor to lunge the pony around in the circle with my friend on her pony's back. She placed a jump there and she refused! She is a VERY awkward pony but luckily she is fine on the flat and my friend would never get angry with her. I'm not sure but there could be a posibility that the reason for her not jumping with my friend on her back is that my friend is a little too big for the pony. She isnt huge on her but she does look a bit big on her back. But surly that wouldnt stop the pony jumping???! Any ideas on how to get the pony to jump or do you think shes too big? anything i just need help please!?

If your friend is too big or too heavy this may be ristricting the ponys movement and that's why she's not jumping.

If her pony is anything like a pony I used to ride the pony is taking the mikey of your friend. Little Fred jumped for people heavier than me and lighter than me, but would he jump for me - No.
also another explantion. Is your friend at all nervous. Becasue the pony maybe picks up the nerves and doesn't jump becuase she thinks something bad will happens (picks up on nervousness) or oike my pony who doesn't jump when i nervous (took a while to get over that at shows) or unbalanced as he's worried incase i fall off. He never refuses like skids up into a fence (would do nothing for my nerves), he just slows the pace before a fance and merrily pulls out which has never unseated me. If I fall off its my fault and it tends to look at me as if i have two heads as if to say "what are you doing down there"
