To show a Welsh D in M&M classes would you need proof of the horse's breeding? The horse is question is clearly a Welsh D but has no paperwork whatsoever to prove it.

yes, you do. you need to put the registration number on the entry form for nearly all county shows.

Many local shows also request a breed number. I took my 3 year old welsh D to a local competition and the breed number and sire had to be listed or else you couldn't enter.

That's interesting. Said pony was shown a local show on the weekend with no troubles, but its not a particularly big local show.

it depends, the competition i went to was run by a local RC. Some of our local agricultural shows also require number/sire but there are 1 or 2 that don't. My first pony was an un-reg sec D and was allowed to enter the large M&M section at 2 local agricultural shows. You just have to make sure you read the entry form thoroughly before sending it off!
Just an after thought, i'm a member of the SWPCA and a local showing group. Both run classes for registered welsh sections and also classes for unregistered, so it is worth checking out schedules very thoroughly :)

Our teeny tiny local show is affiliated to the Shetland stud book, so you have to be registered to enter, however there are specific classes for unregistered ponies.
