Got mine from Germany, around £15, exact price depends on exchange rate. Worth putting a reasonable sized order together for this firm as they only charge 20 euros postage regardless of how large it is. Usually pretty quick delivery and all of the stuff I've bought has been of good quality.
The pony size go big enough for my 16hh 7/8 TB mare, our big 16.3hh lad has the full size ones.

I made myself a pair and it was super simple. You only need about 20 ft of rope and a couple of snaps.

All I did was feed a piece of rope (I bought 25 feet, but only used half of that for my large pony) through a snap, placing it in the middle and securing it in place with electrical tape. There is now a 'y'. The rope goes through the bit, then through the D-ring of the saddle. I attached a snap at the end of the rope, which once through the D-ring, doubles back on itself to attach to one of the few rings I attached.
I'm not sure if that description made any sense at all, but I could get photos for you if you wanted.
