My welsh gets fat ripples infront of the pommel on her saddle (which is treeless) on her neck when she puts her head up. I know she isn't ment to put her head up and farrier said today its the healthiest horses weight-wise he has seen so far this summer (nasty me has them in field with little grass, but enough!) and she is exercise regular and not really fat... just wondered if this was normal? LOL!

It is only when she puts her head right up but looks quite uncomfy, it is fine otherwise.

This sounds normal to me. There is going to be some pressure through the saddle via your weight so as your horse lifts up her head higher than normal, the skin will wrinkle in front of the saddle. So long as you are not seeing them when her head is in normal position, she should be fine.
