Making a new sport?

Just out of interest, does anyone know how you would go about this?

If you have the idea, how do you make it come to life?

start playing it, and then make friends who can start playing it elsewhere! And tell everyone you meet about it!

This is how rugby took off, was created and played at rugby school and then when the students went off to different universities they played it with their new friends and so it spreads...

Is it something that could be done on foot intially and then transferred to the horse?

Maybe if people enjoyed it on foot they'd have a go on their horses.
