lazy horse

recently, rags has been very very lazy, i had his back shoes taken off so fair enough hes just getting used to that but even when i take him in the arena and take him on the grass when on a hack, he just isnt motivated and he used to be:S i try my hardest to even get him into trot without being to firm but he just doesnt seem to want to go:S his tack is fitted perfectly aswell, is there anything that u can give horses to give them a bit more energy because he isnt unfit, he gets ridden alot!
