Highly recommend JL - they do thermal tops for rowing...which would be suitable for riding.
In the UK, you can get them from The Crew Room (http://www.crewroom.biz/technical-tops-1/default.aspx)

My mom buys me Damart thermals every christmas. They are so warm and fluffy I will confess to sleeping in them when it's really cold :o:D

Primark!
I got long sleeve vests for about £2 or something (I love a bargain!)

I think Robinsons have thermal base layer clothing as well, but I don't know if it's any good as I've not considered buying base layer clothing, but I'll be looking for good thermal breeches, etc, for winter :)

Go to any good outdoor shop - Millets or Blacks etc, they have a good range in both price and material.

Got mine from Matalan, ridiculously cheap compared to Blacks etc. As long as you don't mind it being 'last season' :) merino wool is superb as is silk, both pricey but very thin, soft, warm and long lasting.
Some of the cheaper things don't seem so warm or comfortable and don't wash or last as well.
