If you know of anyone running one in Ireland, you may want to talk to them first because they'd know more about the legal requirement. Also, talk to any SPCA, dog or cat rescues, or such societies in your in Ireland.
Talk to some of the established rescue agencies (RERUN, CANTER, etc...look up their sites). They'll know a fair bit about the realities of running a rescue agency [vet care, farrier care, feeding rescues, adoption methods, and so on].
Talk to potential contributors {money, time, boarding, feed, vet care} once you have a plan and get some feedback about what they'd be willing to contribute. At the same time, ask around and see what ways there are to find new homes ie are there new homes out there. Be prepared to have a cap number (the max number of animals that can be looked after by the rescue at any given time, and this needs to be realistic).
Put together a buisness and operation plan.
(we expect so much support/income from __ and expected expenses are as follows __. Sources of animals include __. Ways to find potential homes include __. Screening of potentials will by handled in the following way: __. In the event that a placement doesn't occur, ___. In the event of a failed placement ___. )
You may need to contact a lawyer to determine the laws surrouding what you're planning.
