If she's underweight and has some TB in her, chances are that even unclipped she'll do better with a rug on in the stable. I'd go for a lightweight stable rug or even a lightweight turnout (the ones with 0-100g of filling). If you can feed hay in the field she'll probably be fine without a rug during the day providing it's dry, but if it rains she might be better off with a lightweight rug on.
If she's really underweight and you can't feed hay in the field, I'd probably also buy a mediumweight rug (150-200g filling or thereabouts) for really cold and/or wet days.
If you buy breathable turnout rugs, they can be used in the stable also (but remember to undo it, check for rug rubs and reposition it at least once a day) which will save money.
If she's gaining weight now and seems to hold it, then you might find you only need to rug on really bad days, whereas if you're finding it hard to put weight on her and she starts to drop some when it gets really cold, you might need to leave a rug on 24/7.
