is there any yards close enough that you could have a slow hack to? if so this may be the answer

Over here in WA, my local council has set aside what they call open space parks,(we have two) One is for people with dogs etc and the other is a fully fenced horse area, with an arena and plenty of space and no need to worry about a gate becase one pannel of the fence is missing and has a low bar that horse can step over. We also have the only national park in the area that is still a horse exercise area. Contact your council and ask them if they have to same. If not ask around neibours etc, I'm sure that you'll find a solution. I had a similar prodlem at my place and ended up browing a bobcat and flatting out an area for my round yard, and my land lords where quite happy to let me.
