Is it possible to replace billet straps?

yes...

a saddler should be able to do it. Call a few up and ask about prices. I don't think they are even difficult to replace.

But how much would that cost?

If the stitching is tucked up way under the panel it will have to be dropped out and re laced back in which takes time. If the saddler can get at the stitches then it's a simple operation to cut them off and re stitch them.
