Mane Pulling

I attempted to pull my horse's mane today but it was getting much too thin so I thought cutting it would be a better idea but I’ve always heard this looks awful.

How do I get the pulled effect without pulling all his hair out? Can cutting it and then pulling to even out or something work???

I don't pull Bebe's mane but to tidy it up I use a comb and scissors. I backcomb small sections of mane, like you would to pull but I use the scissors to cut the hairs instead of pulling them out.

People that know I use scissors instead of pulling say it looks pretty good and they wouldn't know it had been cut. It doesn't thin it out any though, which is a shame as Bebe has enough mane for about 3 horses and thinning scissors don't seem to do the trick.
