Hi I was wondering if it was normal for a horse to have chips in their hooves? Please let me know.

Depends it can happen but you really want to find out why.
Is the horse shod?
Is the horse due a trim/shoeing?
What breed is the horse?
Is the horse a broodmare?
Is the horse in regular work?
What is the horses diet?
If you can answer those I should be able to give you some advice

My horse is a Tennessee walker gelding and had his feet trimmed at the beginning of June and he is not shoed. I feed him a half a scoop of sweet feed a day and he gets how ever much hay he can eat in about a half an hour and I haven't been riding him lately due to the heat so it has been about a week since he was riden and I think that answes all of your questions so please let me know what you think.

It's hard to suggest properly, but I know that my filly goes four weeks between trims and that is the most she can cope with before her feet become flared and ugly, but she is a rare case
I would suggest (may not be right) that her feet are dry and not receiveing the correct nutrition. Over here we have something called farriers formula to add to the feed to improve hoof condition don't know what your equivalent would be. My most simple suggestion would be to wet the feet once maybe more a day and see if it helps
You may find he just needs shoeing not all horses can go barefoot
