Driving question

Does anyone know if the joint in quick release clips should be fixed or allow it to turn right around? I got a pair cheap but one moves and one is fixed so I didnt know if it had become stuck or not.

I think they should be able to swivel....but I am not 100% sure..sorry :rolleyes:
