All horses can jump very high if they are in extrem situation. You ask how high standarbred could jump; one can be a jumper star, and the other could just destroy a jump at only 2feets. It depends of the horse. It's like if I was asking you: " Does Canadians can run an hour without stopping?" (maybe that's not my best example...;) :p )
Finally, it depends on your horse. Start with little jump, and then put them higher, and higher. If your horse don't throw it down, then go again higher! You'll see where is his limits.

thats nice having a 4H that goes that high! so far there are only two around here that jumP! one only does 18inch crossrails and the other goes up to 2'3-2'6.!
definatly start out slow with the jumping, you didn't say how much she has jumped before and if not at all there really isn't a chance she will be up to 4' by next year, that takes a couple years to accomplish that.

you also need to think about technical difficulty. e.g.
can I jump a single jump at X height ?
can I jump a double, treble at X height ?
can I jump a spread, parallel at X height ?
put them all together - can I jump a course at X height ? what about - scarey fillers, water trays, etc
Then how much will the ground affect you e.g. if you practice on sand school but competition is on grass ?
Rather than say Yes or No, it would be better to set yourself some milestones to achieve along the way. So start by looking for a novice class with lower jumps - decide what you want to achieve before you move on e.g. do you want to have most type of fences ? jump a clear ? and so on. Then move on to next level, and so on. That way you can build your and horse's confidence as you go, as well as getting some experience.
You also need to think about horse's situation. For example, my mare is a QH built appaloosa. Shortly after we came back to UK, she jumped out of the arena - this is 4ft post and rail with ditch and bank behind
But I suspect her legs (*) would not cope with jumping at that level either SJ or XC, and she is much bolder loose than with rider. Most I have jumped with her is about 20-30 cm :D and when faced with a scarey filler she ran past it at high speed, dumping me on the ground as she went
(* big body on little feet :( )
Its not like I haven't jumped much much higher in both SJ and XC with other horses. This is about what we as a partnership can cope with.

do you loose jump at all ? This might give you an early idea of scope ? My mare loves to loose jump and its allowed me to work on her ability e.g. to adjust between two jumps without having to be on top.
Though as I said, it does not translate directly into ridden performance, it is a useful indicator as well as being quite good for fitness etc.
When you jumped 2ft - if she felt happy, comfortable and wasn't really making much effort - that would be a good sign that there's more to go i.e. she can cope with a bit more height.
Though green horses often over-jump, so then you need to give them time to become more "efficient" before you go too high.

She's around 10-11 she seemed to like jumping
I had my friend over riding and there was a all most straight drop off I was riding to see how high It was on her so I took her up to It at a diongal right when I started to turn back she leaped up it
I totaly freaked out and leaped off her She jumped up a mud cliff up to the base of her neck She scared me so bad
But she jumps up it easily now:)
