cracked heels!!??

last weekend i noticed that Clovers heels on her hind legs (her two white legs ) were a bit dark. I came home from college today and it has gotten worse she has scabs!! her field is dry and not in the least bit mudy despite the rain!! i rang my dad who is going to have a look at her this evening but how has she "mud fever" if her feet are dry!!?? do you think i should bring her into the vet!?? could it be an infection, her dung is a bit soft!
how long will it take to cure if it is mud fever, will she have to be stabled this winter, will she get it every year!???

my welsh cob has the same thing. been washing with Hibiscrub, then drying and applying a barrier cream most of the summer, but he's still suffering. may have to get the vet soon as he doesn't seem to be getting any better. he's never even had it in winter before. it's due to the wetness of the due and then drying out in the hot weather.
