My horse had a thin tail when I got him (the lady who owned him uses metal combs murderously) and I wasn't wanting to put it up until it grew out (horse's fly-swat and all that) so I just cut it off at it's thickest point (it was just below the hocks on this horse) and let it grow out, brushing it every time I groomed and washing it once every two weeks. It's now almost at his fetlocks and still full, although in need of a trim

Wait till late autumn, once the insects are dying off, then lop off the bottom. You can even go above the hocks - saves it getting full of mud through winter and it'll grow out. Try to leave it alone as much as possible - no washing, brushing and especially no combing.
