Windgalls are caused by a build-up of fluid in the joint. A lot of horses have windgalls and they don't always cause a problem. You really need to find out the cause of the windgall, they are usually as a result of damage to the joint or can be due to irritation within the joint, they can also be caused by concussion or very hard work. They can be there all of the time or they can swell up more after exercise. You can drain the fluid but if you don't find out the cause it's possible that the fluid could just come back.
There are also 'tendon' windgalls
If the horse is lame then it's a good idea to get the vet to have a look.
Global Herbs (http://www.globalherbs.co.uk/horse/diseases_windgalls.htm) have a bit on their website about them and they have brought out a new product for windgalls though I don't know anything about it.
