ho-hum!
i sometimes tack up in the stable (when theres no space to tie her up or its raining etc.). angel currently does not wish to come OUT of the stable when i want to take her out to the mounting block. shes not eating or anything, she'll just stand there donkey-style with this 'go on! make me! what are you going to do about it!' expression of hers
i dont want to get into any sort of tug-of-war with her (cos guess who'd win that one!), so ive been either coaxing her out by rustling with my keys in my pocket (dont think she'll fall for that for much longer though!) or swishing the schooling whip behind her tail (somewhat undignified).
thing is, once she is out, she is fine, stands by the mounting block and acts perfectly normal.
what to do?

I would suggest pull her from side to side (kind of like wiggling her) so she gets her feet moving. If that doesnt make sense Ill try and explain in more detail :) :p

When you ask her to move forwards, are you standing in front of her?
If you are, then when she refuses, then stand on her left side by her shoulder facing her head and drive her forwards from there rather than dragging her. If she still doesn't move, hold a lead rope in your left hand and without looking backwards or removing the pressure on her to move forwards, swing it behind you towards her bum. If you still have no response, then gently smack the lead rope against her just behind you, where your leg would go if you were mounted.
(I've had lots of experience of getting unenthusiastic RDA ponies to move from the ground!)

@ alwaysfallingoff: ive tried tickling her behind the girth (mean me ...), works sometimes. i have also, erm, tried pushing her from behind - which did not work

i remembered that angel taught herself to trot when i run in front of her. so today i stood outside stable running on the spot and .... she wandered out without me even touching her :D a somewhat ridiculous method admittedly, but it worked :D
