Now Caspians ridden work is coming together we have been doing a lot of inhand work in the past few weeks but he just can't do it. He won't stride out at all and won't go forward, if I give him a tap he gets really mad and tries to bite the reins.
What do I do? its really fustrating me!
Also his weight isn't dropping even though we've increased his workload quite a lot. When he trots out you can actually see him wobbling!

Do you run by his shoulder or drag him along? I have found if I run ahead of my horse, he will always eat the reins, but if I run by his shoulder and push him forwards, he cant get them. Also when you tap him and he tries to eat the reins, tap him again so he knows thats not acceptable, and he cant do it. When you are in a class, the judge wants to see your horse, not you, and by running by his shoulder, you are giving the judge the best view possible.
You mention he wobbles even though you have increased his workload - to lose weight he needs to be using up more calories than he is taking in - you need to think about how long he is at grass for, how much you feed him etc. For example, i have a sec.d who is out for 10 hours a day at grass, and gets 2 carrots and ad lib hay when he comes in at night. To get some weight off him, I had to ride him for 1 1/2 hours 4 times a week an lunge him twice, so you have got to be prepared to put in the work! Hope some of this helps!
