i want to loung tahoe. he hasn't been ridden in two weeks because of an abcess and he is now sound but because he tends to be a little exited when not ridden i would like to get some acess energy out!

problem. he used to loung, however i think that was because he was afraid when i snapped the loung line- problem, he isn't afraid anymore! nothing phases him. i could practically try and chase him with the loung line and all he does is move his hindquarters and faces me giving me both eyes. now i think he really feels like this is what i am asking of him. i tried putting the whip in his face a bit to get his front quarters back out on track which works but the second i ask him again with the loung whip (i had been taught to snap it behind the horse) he again just turns and faces. which parelli says means he is asking a question. so how to i answer it clearly for him?

I would say you need to work on a short line and walk the circle with him for a while and gradually move further away as he understands it, but you also need to make sure that you are not 'in front' of him, just 1 pace to the side may be enough to confuse him, you can test that by setting up to lunge then without asking him to move take a step sideways to wards his head and hip (at different times of course :p ) and see how he reacts, he may turn in or move away, then you know what you need to do when he starts to come in to you.
