Is it possible to ride a horse side saddle without using a whip?
I understand that under normal circumstances the whip takes the place of the leg,but this horse is whip shy.

If you are riding a trained side saddle horse then yes, you should be able to work without a whip via seat aids.

If you introduce a horse to side saddle you will probably need a side saddle cane. We have a whip shy horse who has accepted the cane without a problem. He freaks if you take a dressage whip near him but is completely calm when a side saddle cane is used. The firm, quiet presure of the cane seems to reassure him.

I have never used one yet in training my lot, They are all used to seat aids anyway and I have never needed the whip on the off side at all.

Try it and see, if he is happy to go without one then all to the good.
