is it neccesary to be able to canter before buying a horse or pony?
Are there any horses/ponies that are for share in the area of Welwyn Garden City or Hertfordshire?

If you haven't learnt to canter, that would indicate you haven't been riding very long. Don't mean to sound negative or patronising or anything, but there's a lot to consider in buying a horse (I personally had almost 18 years of riding and horse care lessons, and worked for three riding schools before buying my first horse) and a lot of experience needed, so please ensure you're up to it. I've seen lots of horses unintentionally neglected because their owners simply didn't know what they were doing wrong.
On the other hand, however, I think there are lots of people on here who bought their horses with little experience and have gotten on brilliantly. I would never recommend "rushing" into any animal ownership, especially horses, but there are some who are lucky enough to have a good support and back up network to lend a hand and offer advice.
There's certainly no "time limit" in which you go from "novice" to "ready for horse ownership". It all depends on your experience and personal circumstances.
Sorry, can't help with horses to share. Have you tried www.horsesforloan.com ? They sometimes have a lot of shares on there.

lozhorseluva - I would say being able to canter is a must before you buy a horse but if you really want to look at buying, loaning or sharing a horse could you do it conjunction with riding school so you have loads of support during those difficult first months, which everyone has whether they've owned before or not.
