Is there a cheaper version of Dr. Cook bridle or what about the side-pull bridle?
Can you train a horse to become used to a bitless bridle or headcollar with ropes tied to it from the ground safety?
Any tips welcome.

There are cheaper versions of the Dr Cook, they come up on ebay sometimes, and you can get rope crosspulls aswell.

It looks like a rope Dr Cook? There is a cheaper webbing version of the Dr Cook, though they aren't made any more, I have one and have to say it isn't as good as the real thing for control or release.
If a horse responds well to a halter or headcollar on the ground there's probably no need to do any special training to ride without a bit, though it's always a good idea to try it out first in a safe enclosed area. My horse 'got' being bitless in a headcollar straight away without any special preparation, and most will. With a hotter or stronger horse you might want to teach the one rein yield from the ground and then transfer it to use under saddle though.
