for a start i guess it depends on what the horses in question where working towards i.e Showing , dressage ,hacking

for showing never trim mountain and moorland ponies (fells , welshies , shetlands ,that type ) and also traditional cobs and draught horses are sometimes left in full feather.

For other spheres it more dependent on the horse and the riders preference. Factors like wintering out may make you leave feathers on and manes unpulled to give them some extra warmth !!

the questions you ask are very wide reaching , do you have a certain horse in mind ?

ewwww, thats soooo gross. what would you want to touch a horses ugly dirty hoof for with your own hands, i'd need ten million gloves on to touch one of those things

what for? as redecedar says showing has some rules - some natives are shown hairy, some are not, none are plaited. if you're not showing and you have no management issues like mites, living out etc, then you can do as you please.

right...

anyway, all I know is that you shouldnt ever trim the whiskers under the horse's chin, as these are their 'feelers' - also, I've heard you shouldn't trim the ears as it can cause dirt to get into the ear - some people disagree with this. :) sorry, not much help, but thought i'd just add that :D
