The general consensus is, work out the half-way point between the dam'sand sire's height and you'll get the height the offspring will approximately make.
But there's much more to it than that.
If you know anything about previous offspring or the genetic history of the dam and sire, you'll get a clearer picture of the filly's eventual height.
My foals have usually reached heights which have adhered to the above "rule," but I've also had a 15hh filly out of a 16.3hh dam and a 16.2hh sire. And a 16.2hh colt out of a 15.2hh dam and a 14.3hh sire. Along with afew other miraculously small/tall surprises. :)
You can have an intelligent (and usually correct) guess, but it's a bit of a lottery. ;)

I think if you measure the length of the leg, and double it (or something along those lines) that generally gives you the height, but i'm not sure how accurate it is.
or if i've told you the right thing.
There was a link posted on here a while back about estimating the height of a horse when it is mature using this method.
I'll try and find it for you.
however, from what you have said, I would probably say around 13'2.

Here's the link.
Again not sure how accurate it is - but fun to try and see none the less.
My 5yo mare was just 4 when I bought her and measured 15'2, she's matured at just under 16hh (like 15'3 and a 1/2), and I don't think she's going to grow much more - however, this method worked for me.

use whatever - a piece of bailing twine will work or a lead rope - it'll show you how high above her withers she should grow.

it works if its done on a foal, before the first month i think though not 100% sure of exact age the foal needs to be for this tip to be accurate

you measure from her fetlock to her elbow and then double it.
Or stand next to the horse, grab a piece of twine or a lead rope, hold it at this distance, then move it up to her body
