Strange question, I have been lent a treeless dressage saddle to try, the girth that came with it is 28" and too long.
Whats the average sized girth used on a 15hh medum weight ?

Strangely it varies on the make of girth (I know its odd and it shouldn't, but it does)
e.g. for one of my mares the dressage Wintec chafeless girth is 33", but the Esselle is a 30" (she is much bigger than your horse). I've found the same with GP girths. So you need to get a general idea from trying one on her, then buy, then return it to the shop for a different size, then .......

As Stella says there's no average.
Saff is in a 22" but could easily wear a 20".
Why don't you measure it and see?

i think it depends on what saddle you have.
i have a trekkers with long girth straps and a 20 inch girth fits my 16hh idxtb, 15.1 hw cob, 16.3 tb and my 14hh welsh d, where as i used a longer girth (38inch on top hole) of my ansur classic on my hw cob.
i think usually you half your long girth size.

Ok, let me explain a little further.
The 28" girth I did up to one hole down from the very top each side and I would have to tighten when on top as this was a little loose as it was, therefore Im thinking to go down at least four inches both sides so I can adjust, am I correct ?
I know nothing of how a dressage girth should look so am guessing but need to buy one asap so I can at least try this saddle.

Sounds like you need to go for one at least two sizes and probably three sizes smaller than the one you have, but if its a different make ....

I'd try a 20 inch (or a 22" if they don't have the size). Make sure you can take it back though ;)
The wintec or thorowgood girths would be you're best bet - nice girths and only £20
