Urticaria

My horse has urticaria on one of his shoulders. It doesn't seem to be causing him any issues and doesn't appear to be itchy or sensitive. You can touch it without him even batting an eyelid. The lumps have been there for about 2 months now and seem to calm right down as if they are clearing up but then the next day reappear again, seem to reappear during warmer weather.

Whilst they cause no problems and do not interfere with tack etc they do look unsightly. Has anyone any suggestions on how to treat these or should I just leave alone?

Two of my mares have had this in the summer,despite fly rugs and sprays. I just wash the area with a cooling wash for sweaty horses as it has witchazel in it and I put some aloe vera gel on as its soothing, they seem to appreciate it and the lumps are complelely gone in 3 or 4 days.
