The horse's head not only doesn't have to be arched, but it shouldn't be. In western, the horse should hold his neck out straight with his poll level with his withers.

The withers and poll should be level(or as close to as possible), however the poll should not be lower. A while ago it was getting that bad, but they will not(or should not) be placing horses that have a very low head set. also the horses head should straight up/down, not above or behind the bit.
