Well, I finally got a reply from the BHS rep the Saturday before Christmas, who promised to visit the pony and report back within a week. She finally rang Saturday just gone.
The verdict was that the pony was in reasonably good health, and was moving to a better bit of ground shortly. He had apparently suffered a bout of colic, hence the limited lifestyle. The BHS rep wasn't worried about the grotty patch of ground the pony was on - didn't mention the small boat or chunks of old guttering at all - but said they'd asked the owner to move out of the "paddock" the bits of wood lying around. When not recovering from colic, the pony is apparently ridden fairly often by the owner's daughter.
Soooooo, I will keep watching out to see if the pony does move grazing - I can easily go past and spy - and also keep tabs on what state his current paddock is in.
