Even 4-beat walk

The horse that I'm sharing has a great tendency to rush in his gaits (only tried him at trot and walk so far), so that his walk ends up 1,2......3,4 in beat. I've tried letting him on a really long rein to stretch his neck down, but his gait doesn't seem to improve.

Anyone any suggestions?

I ride a horse that does the same thing at the walk. I sit deep in the saddle and gently pull back on the rains. HE does it when he is nervous or rushed. Are you doing this? Make sure you are not pushing with your seat, that is a signal to go faster.
