registered user?

under someones name (i wont name them) they had 'registered user', its the place where i have 'going mad', i thought you started of with member and ive never seen someone with that before.
what does it mean?

is it something theyve put on themselves?

I think that it has changed from member to registered user.

A registed user is when the person hasent compleated there registration, like they havent got the email to become a proper member and confirmed it. I think:)
