Not sure which country you're in.

UK - dressage I do know about. You apply to BD and they send you a short written paper to fill in at home which you return. If your answers are OK you then register as a trainee judge. You have to attend a trainee judges seminar, write for a judge (List 4 or higher) at least twice, sit in with a judge at least twice, attend at least two judge training sessions, practice judge two classes with a master judge also judging the class. Then submit an application to BD for judge testing. If you have ridden PSG or higher you can apply to go straight to List 4, anyone else has to apply for list 5 or 6.
For the testing you have to judge a full class and the examiner hops between candidates, results are also comapred to a master judge doing the class. if examiner is happy with you then you go onto the list. Once on the list you have to do a certain number of trainings every year and attend a seminar every other year. You can apply to go the next list up any time but have to wait at least 12 months between testing for a new list. List levels go from 1 to 6, which list you are on dictates which level of classes you can judge.
List 1 judges can then apply to the FEI to become an international judge - they have candidate I judge (trainee international), then I judge (can judge at international comps), then O judge (can judge at Olympics, WEG)
