not sure if this is a proper answer or not, but I was browsing around the other day and saw something about a display where they were saying they would like to show some barrel racing but it is not part of Western Equestrian Society (WES) activities. However, the Western Horseman Association (WHA) site does include it as a description.

So I would suggest you or your friend get in contact with WHA and ask them ? (their web site is here )
