short stubby necked pony.

ok, so im trying to keep the driving section busy now! but i need to know, is there a minumum length from tug stops to front end of shafts? my little pony has a very short neck, and i need to cut some length off the ends of the wooden shafts which i have tied to the pallet he is pulling, because they are very close to his cheeks, even when he is straight, let alone when he is turning. does anyone know if there is a minumum length for safety- he is only 12.3, and his neck is very much like a turtles neck! the shafts i have tied on were previously used on a shetland! and they are still too long. would six inches in front of tug stops be sufficient. ( it is only for training purposes)

Sorry I have no experience knowledge of driving...

But a pony with a turtles neck hahahahaha. But I know what you mean! Silvers seems to have got even more stubby with her winter coat growing through! The fat on it doesnt help either!
