Pony scared of dogs

Has anyone had any success with ponies who are scared of dogs and training them to be less scared?

My welshie has had a few bad experiences with dogs - a few times due to people letting off lead dogs in his field chase him and once from being met by a hyperactive great dane on a walk who thought he was another dog and tried to play accordingly (while owner shouted ineffectively in the distance).

Result now is that he panics when he sees dogs, even if they're on lead and under control. He's ok with being led past, but if I'm long reining he'll spin round to face me so I can lead him past. Or rather, he spins round so he can jump on my knee so I can carry him past Any suggestions as to solutions?
