when you measure a girth do you go from buckle to buckle or where the leather starts?

Depends on manufacturer, as some measure from end to end and some measure it excluding the buckle.

Good question! I have that everytime I buy a girth and I still don't seem to have one thats "just right".

Take both measurements of what you have and go by that, and take a tape measure to the saddlers with you.
