How do you stop a horse from moving when trying to mounting the horse?

I was riding my sister horse at Christmas time. Her name is Storm. She moves when you try to mount her. How do you train her to stop moving and to stay still? It's really hard to mount her. When you get on her she is find. Storm likes to walk and trot. Any help would help my sister and her family. Another thing is when you take her by the halter she won't move. Any help is helpfull. She is 8 or 9 year old and black with a blaze down her face. Thanks for your time and I'm looking forward to your reply.

Try shortening you rein on the side you are going to mount (near side )
But to be a safe horse your horse must be taught to stand while you mount , check girth, adjust stirrups , paint your nails , fix you hair hahaha
opps getting carried away here .
But really the horse should stand until you ask the horse to move . Im big on obediance Keeps us safe . And every time you handle / ride you are teaching the horse something good or something he will try out again which is not so good .
One reason horses may not stand is if their saddle dosnt fit and is uncomfortable when mounted . or The horse is sore somewhere associated with riding. Check it out who knows .
