Terifying experience for whom? the police! 
they obviously don't know much about Shetland ponies! Why would a Shetland pony wander off that common for something else to eat?? grass like that to a pony would be heaven!
More likely wandered off the common to go and cause trouble by playing in the traffic!

Forgot to add, a friend of mine has a Shetlan pony that she now uses in her riding school.
The poice brought it round in the back of a van. That was found dumped in a park in the middle of Birmingham. She kept it while the police made enquiries and nobody ever came forward to claim it, the police didn't want it so she kept it. It was about 3 years old and had shoes on!
