Hands high in other countries?

In the United States I know we measure horses in hands high. But when I was looking at horses at ehorses, there was this one horse that said 14.57 hh. How does this work? I can't find anything online that explains it.
 
I'd guess it was a typing mistake. If not then someone who didn't know what they were talking about and trying to sound clever, there are a lot of them around.

It is possibly that they put in a CM measurement to a hh box on a form, lots of Europe measure horses in metric (cm) now.
 
I think cms make the horses sound smaller.
I guess it's what your used to or what you grasp.
