Yes no reason not to in moderation with owners permission, an apple is an apple right? though I'd avoid any from hedges along busier roads as they could have all kinds of nastiest on them.
By hedge apples do you mean crab apples? If so there's no harm in them but it's unlikely a horse will eat them because they're usually sour. If they're "proper" apples that have just grown wild in a hedge from a discarded core then they're no different from what you'd buy.

We have some crab apples out on the hill, the cows that graze freely go mad for them. They venture round daily just to find them and hoover them up. If I ride underneath the tree and the horse spots them on the floor they will quite happily pick them up, sour or not.
As long as there not getting too many in one go, they should be fine. The biggest risk is them picking them up whole and getting them stuck in the windpipe.
Ziggy will eat crab apples until he bursts. He thinks they are the best thing ever (except possibly coffee, but he can't easily get that!). They've not seemed to have done him any harm!
