no he wouldn't be too old.At 11 a pony of that type is likely to have a good 15 years or so of working life ahead of it. I am no expert where driving is concerned but 11 is not too old to break to ride so I doubt it would make any difference that you want to break to drive instead.
some simply dont take to it, same as some dislike riding.
will take more will power from you though, his mind may be mature enough to understand the tasks, but he will need building up slowly to be physically able to do them without harm.
why hasnt he done anything up to now?

He has been a companion for the last year, but previously to that he was a childs pony but had a bit too much go for lead rein and too small for older more experience children.
Ditto above! My old 11.3hh pony was broken to harness when she was 11. Some ponies are very easy to train, others may not take to it, but 11 is definately not too old to give it a go.
