Running a show...

Just local "riding club" type shows - local dressage, showing, showjumping at a small livery yard. Run on grass on the yard's premises. Expected attendance is under 100.
 
Livery yard may be able to get an extention to their insurance to cover things. Make sure you get an experienced person to lay out rings so horse and people are seperated. Probably at least two trained first aiders on duty, but the insurance company may have its own requirements.

although if contacting a company they may insist on a vehicle also which will raise cost
