Running through outside shoulder

I posted this on the dressage board as well but figured I would start here too. I am schooling my coming 4 yr old warmblood mare. She is as crooked as the day is long and naturally bent to the right. When turning her to the right, she loads all her weight on her left (outside) shoulder, bends her neck too much to the right (inside) and runs through her outside shoulder instead of turning right. If I try to hold her steady with the outside rein to straighten her and get her to move off my left leg so her left shoulder doesn't "pop" out she resists a lot. I feel like we are going to crash all the time. The more I try working on this, the worse it gets. Going to the left is no problem at all. Any tips to work on this? I have started to try leg yielding and using a bit of outside flexion to help her around the turn but to no avail.
