Im 5'6 and about 8 stone sometimes less. What is the smallest I could ride and what is the smallest you say I could own and ride everyday???

Your weight is not really a problem, your height might make balance difficult for regular riding, but it does depend on what you want to do!
I would say anything from 13.2 up as long as it's a bit on the chunky side.
I ride a 13.1 who is med weight, I am 5'4 (just) and weigh just under 9 stone. We do all sorts together from longish distance rides to Show jumping, and normally do ok at it too.

if you dont mind looking a little tall you would ride anything over 13hh. but if you want to look the right height as well prob more like 14.2hh
