What is 'wall eyed'?

Saw this on a horse advert (not looking to buy just passing time).
The seller said the cob wasn't 'wall eyed', haven't heard of it before.
 
Charles Buttons Esq has a half a blue eye and a bit of blue in the other, I quite like it, it makes him look madder than he really is.....and he's a bit mad, or he'd like us to think he is!
 
I had always understood that a horse with a 'wall eye' is an eye that has a white ring around the outer of the eyeball - regardless of the actual colour of the eye itself - be it blue, black, brown or whatever?:confused: Hence the term 'wall' as it is a wall of white around the main colour.
