No and yes!...we bred a foal (accidentally ....bought a mare that was in foal without knowledge!) that had serious locking stifle problems and never really developed a good movement although the problem was minor..not seriously lame after the initial problem but never quite right.
Equally I had a 4 year old that developed this problem and regular correct work and careful weight management meant the problem was totally manageable.
Depends on how much you want the horse, how much it will cost and how much work you are willing and able to put in long term!
